Requirements
- Bachelor’s Degree in a civil engineering or related construction engineering field and 8 years of relevant experience.
- Ability to read, interpret and make changes, if required, to engineering drawings and specifications supplied to construction subcontractors.
- Knowledge and familiarity with the Unified Facilities Criteria (UFC) Codes and requirements.
- Ability to understand, implement and evaluate construction workmanship and quality standards as specified by mechanical, construction and civil engineering and quality assurance authorities.
- Strong project management skills, including management of budget and schedule.
- Active and transferable Top Secret U.S. government issued security clearance is required prior to start date.
Responsibilities
- Oversee the civil works construction requirements and team with other engineering resources to complete the physical Site Acceptance Test (SAT).
- Provide support and assistance as needed for every phase of program to assure on-schedule completion within budget and in accordance with contractual obligations.
- Report on a daily and weekly basis to the Raytheon Program office, functional leadership, Customer, and Host representatives to a number of construction and schedule related issues.
- Review and approve produce and material submittals in coordination with Raytheon staff engineering team in Massachusetts utilizing MS Teams, Zoom, PROCORE™, and Sharepoint related systems.
- Review, support and approve program construction management plans and civil works supplier strategy.
- Participate in negotiations with regulatory agencies and in public meetings in support of the customer.
- Interface between the Raytheon Program Office, the Subcontractor, the Customer, and the Host Facility. Weekly reporting “tag-up” meetings with Raytheon PMO, Daily customer interface, and a weekly customer Facility “tag-up” meetings.
Preferred Qualifications
- OSHA EM-385 or equivalent safety training
- Certification as a CCM (Certified Construction Manager) as issued by CMAA (Construction Management Association of America)
- Construction project mobilization experience
- Experience in an ISO/TL 9000 compliant or equivalent quality management environment.
- A strong background in Civil Works at the senior management level with extensive practical experience leading to desired results.
- Excellent communication and inter-personal skills
- Ability to handle and assess risk
- Demonstrated successful results directing multiple projects or a major complex project
- Comprehensive skills in proposals and contract negotiations
- Ability to exercise good judgment in difficult situations
- If necessary, ability to work additional hours (Average 55 hours/week) to meet the construction schedule.
