Requirements
- B.A./B.S. in related technical field (i.e. Systems Engineering)
- Over 10 years of experience, with 6 years of the desired 10 years of experience should include duties/assignments specifically in support of the Department of Defense
- Well versed in DoD/NRO acquisition lifecycle processes, phases, and critical decision milestones
- TS/SCI clearance with eligibility for SAP
Responsibilities
- Provides space acquisition, engineering, operations, and technical expertise and assistance for projects and programs for Hemisphere execution
- Supports program acquisition efforts for advanced technology, future concept development, and integration activities
- Advises and assists the Government on cost, schedule, and performance matters
- Provides draft JCIDS and acquisition documentation to the applicable Government PM; supports presentation of products to internal and external customers
- Provides draft programmatic status reports of individual programs or of the portfolio of programs
- Identifies areas of improvement, including acquisition process improvements, for Government consideration
- Provides actionable, feasible recommendations, and executes tasks for reducing risks where appropriate
- Assists the Government in building and maintaining a Government risk program
- Supports the Government Program Manager on commitments, obligations, and expenditures of funds
- Performs earned value management and schedule analysis in support of the program office
- Provides PPBE support, to include Congressional reporting, fiscal year planning, continuing resolution management, unfunded requirements development and submittal, end-of-year funding actions, and POM development
- Provides subject matter expertise in support of Integrated Baseline Reviews/Business Financial Reviews to provide insight into program development contractor cost and schedule performance issues
- Reviews and analyzes various data and CDRL packages from the program development contractor; provides guidance to the Government on resolution
- Participates in DCMA surveillance reviews and provides evaluations of surveillance reports and assessments to the Government program office
- Performs IMS reconciliation to ensure activities are traceable to IMP events
- Maintains awareness of current program schedule, monitors acquisition implementation, reports requirement shortfalls, and provides assessments based on the identified risks
- Combines and correlates program execution data with program baselines to accurately maintain and update acquisition reports
- Advises the Government Program Manager during technical interchange meetings, design reviews, program conferences, video telecons, telecons, working groups, etc.
- Assists integrated product teams and working groups; establishes customer and contractor interfaces
- Assists the Government in executing source selections to the extent that such activities are not inherently governmental
