Requirements

  • TS/SCI clearance required with the ability to obtain a Counterintelligence (CI) Polygraph.
  • Specialized training and bachelor’s degree with 10 years of experience, or 14 years’ experience in lieu of degree
  • Previous experience supporting USCENTCOM or COCOM Intelligence Planning activities.
  • Demonstrated ability to work independently with minimal oversight and direction.
  • Demonstrated ability to integrate as part of an intelligence planning team, collaborate, and conduct coordination with national-level IC partners.
  • Ability to communicate effectively with senior military and civilian government officials, managers, and co-workers.

Responsibilities

  • Provide support to the planning, development, implementation, and sustainment of ISR projects, processes, and efficiency improvements.
  • Support ISR and CM related project analysis, research, and product development; analysis and documentation to include roles, responsibilities, processes, and procedures; best practices and lessons learned; TTPs; guides; and associated studies and documentation.
  • Provide ISR expertise in support of the development of policy, guidance, and TTPs for the execution of ISR operations, joint ISR force employment, and collection management.
  • Apply advanced intelligence planning concepts, principles, practices, laws, regulations, methods, and techniques when developing multi-INT collection strategies.
  • Manage policy updates; incorporate lessons learned and after-action reports (AARs) in evolving guidance.
  • Support the development of policies, collection strategies, and plans to employ ISR assets across the range of conventional and special operations in the USCENTCOM AOR.
  • Provide support to, and coordination with, external organizations as required.
  • Support the development of collection strategies that leverage the strengths of single and multi-INT disciplines to fulfill intelligence requests, planning efforts, and address gaps in existing strategies.
  • Review and adjust developed collection strategies based on reporting, collector accesses, and requestors’ revised information needs.
  • Provide collection strategy development expertise through process of synthesis, analysis, and interrelating of meaningful data.
  • Ensure ISR planning operations and programs are streamlined, efficient, and in compliance with regulatory requirements.
  • Work with and support the needs of Collection Managers, Collection Strategist, Functional Managers, and subject matter experts on collaborative projects such as the development of ISR collection postures, collection plans, ISR planning factors documents, general ISR assessments, and the Collection Requirement Management Matrix (CRMX).
  • Support the development of PED policies, SOPs, PED synchronization strategies, and PED architectures through campaign plans, OPLANS, and CONOP reviews of airborne and national ISR platforms that leverage multiple intelligence disciplines to fulfill intelligence requirements and ISR planning efforts within USCENTCOM AOR, as well as other CCMDs supporting USCENTCOM equities.
  • Provide expertise, maintenance, and periodic updates to USCENTCOM J2-ISR Theater Airborne PED CONOPs, to include the development of ISR CONOPs, PED synch Matrix, and PED requirements.
  • Participate in intelligence governance events for enhanced support, deconfliction, and prioritization to achieve IC unity of effort for USCENTCOM, supporting CCMDs, and IC.
  • Foster and grow relationships with partners and allies in support of USCENTCOM efforts and priorities.
  • Provide input/metrics to the Defense Readiness Reporting System (DRRS) and QRR processes in order to establish a mission-focused, capabilities-based, and common framework in support of updates to the combatant commanders, military services, Joint Chiefs of Staff (JCS), and other key DOD users.
  • Support the development of ISR-specific IPL items on behalf of USCENTCOM to ensure capability gaps are effectively captured and document the compelling need for advocacy of USCENTCOM equities to the Joint Staff.
  • Provide subject matter expertise to document and assess USCENTCOM future ISR needs.
  • Support data calls for IC and industry sensor development to effectively advocate for evolving technologies to mitigate current and future collection capabilities, including, but not limited to, the development of ISR IPLs and JMETL Assessments.
  • Update documents and products such as the ISR IPL, ISR CONOPs, and QRR/QDR.

  • Previous ISR Intelligence Planning experience supporting COCOM operations.
  • Knowledge of USCENTCOM and DIA product lines
  • Intelligence Planners Course Certification
  • Deployment experience in the USCENTCOM AOR.
