Requirements
- Bachelor’s degree in any field with at least 5 years of relevant experience
- Experience working with other government agencies and/or congressional staff; providing logistical and research support
- The demonstrated professionalism, maturity, sound judgement, and excellent communication and interpersonal skills necessary for daily interactions with executive-level audiences in a dynamic, high-visibility support office environment
- Ability to work independently or in a team setting as circumstances dictate
- Must be able to obtain and maintain a Public Trust US Government Clearance. Note: US Citizenship is required to obtain a Public Trust Clearance.
Responsibilities
- Research, identify, and track Department of Health and Human Services (HHS) and non-HHS funded programs and conduct cross walk with ARPA-H programs and/or as new programs are launched to identify agency outreach targets
- Develop briefings, talking points, and other materials to prepare principals for Congressional engagements
- Assist in the accurate preparation and timely submission of the HHS justification (HHSJ), OMB justification (OMBJ), and Congressional justification (CJ), including updating the spreadsheets that track financial changes, as well as compiling and reviewing PM input
- Monitor, assess, and report the Congressional climate related to ARPA-H acquisitions and programs of interest. Provide support in drafting, editing, and reviewing of ARPA-H responses to congressional requests for information, briefings, and hearings
- Draft, track, and manage HHS/legislative affairs reporting requirements
- Provide analysis and evaluation of congressional legislation and report language to include the annual HHS Authorization and Appropriations Acts and any relevant legislation or provision or funding initiatives that affect ARPA-H equities and acquisition programs
- Support the legislative process and provide draft testimony appeal and impact statements
- Prepare HHS and/or ARPA-H summaries of member and committee actions and technology interest items and serve as a key liaison with congressional staff and members
Preferred Qualifications
- Master’s Degree in any field with at least 8 years of relevant experience
- Experience with federal policy and legislative outreach
- Experience in regulatory policy; experience with HHS agencies, including other National Institute of Health (NIH) research programs
- ARPA-H experience
- Other ARPA agency (DARPA, IARPA, ARPA-E, etc.) experience
- Experience in a R&D environment
