Salary: up to $140,000 based on education and experience

Position Description:

Under the direction of the Executive Director of the Oklahoma Department of Veterans Affairs, ODVA the Chief Financial Officer, is responsible for overseeing the financial activities and procurement needs of the ODVA.

Basic Purpose:

Positions in this job family are assigned responsibility for planning and directing financial accounting, budgeting, auditing, investments, cash management and other fiscal operations and functions. This includes directing staff activities in maintaining, analyzing and reporting financial accounting data, developing appropriate accounting systems, establishing necessary financial controls, approving various expenditures and obligations, planning and conducting internal and external audits, developing budget work programs and recommendations concerning appropriations, and similar functions.

Duties:

Duties include, but are not limited to:

  • Manage the budgeting system and development of the annual operating and capital budgets, including ongoing tracking and reporting

  • Set and manage financial control and assurance activities

  • Oversee the preparation of reports regarding the financial status of the ODVA.

  • Oversee accounting activity including cash flow management, accounts receivable /payable, and payroll

  • Directs the preparation of all financial statements, including income statements, balance sheets, and governmental agency reports.

  • Reviews planning process and suggests improvements to current methods.

  • Works with the Agency leadership to coordinate planning and establish priorities for the planning process.

  • Demonstrates knowledge of and supports mission, vision, value statements, standards, policies and procedures, operating instructions, confidentiality standards, and the code of ethical behavior.

  • Works effectively in team environment, participating and assisting their peers.

  • Other duties as assigned.

  • This position supervises other employees and managers.

Minimum Qualifications:

  • A bachelor’s degree in Business Administration, Accounting, Finance or a related field

  • Eight to ten years of experience in financial management.

Preferred Qualifications:

  • Certified Public Accountant Designation

  • Master’s Degree in Business Administration, Accounting, Finance or a related field 

  • Preferred experience will be in the area of management and administration related to the oversight of a large, complex financial system.

Physical Demands and Work Environment

  • Prolonged periods sitting at a desk and working on a computer.
