Requirements

  • Master’s degree from an accredited university.
  • 10 years of supervisory or management experience.
  • Two years of project management experience.
  • Commitment to and passion for the mission of Enoch Pratt Free Library.
  • Demonstrated ability to strategically lead with creativity, envisioning and designing an outstanding employee experience.
  • Extensive knowledge of the principles and practices of human resources to include personnel law and business strategy.
  • Ability to identify opportunities, think strategically and implement tactically.
  • Clear commitment and vision for how equity and inclusion is incorporated and practiced in nonprofit organizations.
  • Effective leadership, critical thinking, and adept problem solving.
  • Proven ability to lead and inspire a multifunctional team.
  • Experience working with bargaining unit contracts, contract administration, and interpretation.

Responsibilities

  • Leads the operations team in the development of strategic and operational plans, services, objectives, and budgets as related to library plans.
  • Works collaboratively to maintain, develop and/or improve systems, processes, controls and practices/procedures that improve the overall efficiency of the library’s operations.
  • Directs the identification, implementation and analyses of opportunities for service enhancements.
  • Provides timely, accurate and complete accounts of the operating condition of the library, including facility maintenance, safety and security, and information technology.
  • Consults, collaborates and coordinates with other divisions, Mayor’s office and City agencies as needed, in addressing service needs of functional areas; may represent the library to provide information to City Council, boards or commissions, committees, and representatives from federal, state and local agencies, organizations and community leaders.
  • Oversees audits, implements compliance programs, and maintains proper documentation.
  • Leads and manages the performance of direct reports by setting work objectives, assessing performance, providing feedback, and coaching.
  • Participates in the design and implementation of the Library’s Strategic Plan.
  • Directs the policy and operations of all building structures, equipment, physical plants, and library property.
  • Identifies efficiency, sustainability, or conservation opportunities by means of appropriate repairs or new technologies.
  • Oversees planning and administration of major capital projects including library renovations and/or new construction.
  • Oversees the development and improvement of Library security and safety programs, measures, and plans.
  • Develops and maintains relationships with external law enforcement, risk management and emergency management agencies within the City of Baltimore, State of Maryland and surrounding areas to improve Library capabilities.
  • Oversees the development and delivery of cost-effective solutions that help EPFL achieve strategic and operational goals through a seamless, efficient, and highly functional IT environment.
  • Establishes key performance indicators for systems and services and uses performance data to drive continuous improvements in technology services, user satisfaction, and operational effectiveness.
  • Creates, evaluates and implements policies and procedures for library technology.

Preferred Qualifications

  • Masters in Library Science (MLS or MLIS) from an American Library Association (ALA) accredited college or university.
  • Leadership experience with a library, university, non-profit, or related entity.
  • Experience managing a budget for a large or municipal organization.
