Requirements

  • Bachelor’s degree minimum requirement, Masters degree preferred
  • 6+ years of experience in the pharmaceutical industry, preference for Government Pricing, Managed Markets, Audit and/or Finance
  • Comprehensive understanding of the pharmaceutical industry, government programs, rebates and calculations, finance & systems
  • Thorough knowledge of MDRP based calculations (AMP, BP, ASP, PHS), the Federal Supply Schedule (FSS), Non-Federal Average Manufacture Price (NFAMP), and Federal Ceiling Price (FCP) calculations
  • Specific knowledge and familiarity with the OBRA 1993, the Balanced Budget Act of 1999, the Medicare Modernization Act of 2005, the Veterans Health Care Act of 1992, the Deficit Reduction Act of 2007 (DRA), and the Patient Protection and Affordable Care Act (PPACA) and the Health Care and Education Reconciliation Act (HCERA), together called the Affordable Care Act
  • Extensive knowledge of government pricing applications, chargeback and rebating systems and commercial discounting strategies
  • Strong data and analytic skills
  • Experience in implementing and upgrading systems
  • Ability to interpret and operationalize legislation and guidance from government entities

Responsibilities

  • Lead development, implementation and management of processes, programs and policies to ensure compliance with all Federal and State regulations
  • Ensure timely and accurate filing of all government reports to avoid significant monetary penalties
  • Provide financial/business analytical support to Price Forecasting, Finance, and Managed Markets
  • Support pricing matrices, modeling and reporting for federal health care programs
  • Advise Senior Director of Contracts, Senior Director/Director of Government Pricing, and sales/marketing counterparts about the impact/risk of strategies and trends on government liability and compliance
  • Consult with Legal department on changes to policies and procedures as well as calculation methodologies
  • Train and mentor government analysts
  • Directly oversee the statutory calculations to ensure compliance with the requirements of Federal/State healthcare programs and regulations
  • Direct the development of required computer systems, software, internal policies and procedures necessary to manage Takeda’s contracts with managed markets customers
  • Provide strategic guidance on the contractual development of price protection, bundling, stocking discounts, etc.
  • Play a leadership role in providing expert validation and review processes to ensure cross-team consistencies
