Requirements
- Typically requires a Bachelor’s and a minimum of 8 years prior relevant experience, or an Advance Degree in a related field and a minimum of 5 years’ experience.
- Experience with DoD procurement/subcontract compliance with Public Laws, Policies, Federal Acquisition Regulations (FAR/DFAR), and ITAR and import/export requirements
- Experience in leading formal negotiations (price, schedule, and supplier exceptions to contractual flow down requirements, as well as standard Terms and Conditions).
- U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract.
Responsibilities
- Lead Supplier interaction and collaboration with internal cross-functional teams to manage a variety of procurements including but not limited to build-to-print, performance specifications, Supplier Statements of Work (SSOWs), with medium/high complexity.
- Select qualified suppliers and seek alternate suppliers (when applicable).
- Preparation, issuance, and Management of Request for Quotations/Proposals
- Perform price and cost analysis and lead formal negotiations, Price, delivery, scope, Terms & Conditions.
- Prepare POs and PO documentation in accordance with company directives, prime contract flow downs and company work instructions. Post-award management of POs to be handled in accordance with company directives and work instructions
- Manage Suppliers to meet Program requirements with the desired quality and delivery.
- Issue and conflict resolution of medium/high complexity in accordance with all regulatory (FAR/DFAR) and corporate compliance requirements for various subcontract types (Cost Types, Firm Fixed price, Time & Materials)
- Prepare and execute various types of agreements, such as: PIAs, Long Term Agreements, OTS, WFPP CRADA, Bailment, etc.
- Nurture professional business relationships with first tier subcontractors
- Provide comprehensive Supply Chain support for gate reviews.
- Some travel required; up to 15%.
Preferred Qualifications
- Bachelor’s or Master’s degree in supply chain, business, engineering, or related field
- Project planning and management skills (ex: MS Project, EVMS)
- Experience in working with development type of procurement and major subcontracts
- Experience with reading and understanding drawings, specifications and other engineering documents including complex SOWs
- Experience with SAP and Microsoft Office Suite of Products
- Experience with proposals from prospective suppliers and analyze cost/price, technical capability, and financial viability, conducting investigations to ensure ability to perform within cost and schedule
- Experience with written contractual authorization/vehicles, including but not limited to, Firm Fixed Price (FFP), Time and Material (T&M), Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF) and experience assessing proposal compliance (FAR 15.4)
- Knowledge of EXIM procurements and all the rules and regulations involved in those situations
- Experience with import/export regulations (ITAR/EAR)
- Demonstrated knowledge / compliance with Federal Acquisition Regulations (FAR/DFARS)
