Requirements

  • Minimum 7 years of relevant experience in the public procurement sector with 3 years of management or leadership of the procurement function
  • A bachelor’s degree from an accredited college/university in business, public administration, supply chain management, or related discipline. Master’s degree in business or public administration is a plus
  • Current procurement professional certification such as NIGP-CPP, CPPO, or related certification is a plus
  • Exceptional communication skills with complex/sophisticated situations involving executive and senior-level stakeholders
  • High energy style, flexible and adaptive, with the ability to work well in a very fast-paced environment
  • Ability to adapt to complex client environments and situations
  • Proven track record of effectively planning for and proactively managing procurement processes
  • Excellent written communication skills, self-directed with the preparation of client-ready document and presentation development
  • Articulate, persuasive communicator who is adept at handling executive and difficult audiences well, including the ability to adapt style to audience

Responsibilities

  • Support clients with federal, state, and local grant procurement projects, with an emphasis on cost support and recovery
  • Deliver exceptional public procurement consulting to state and local governments, K-12, higher-ed, and private non-profit clients
  • Supervise multiple engagements and practice areas effectively
  • Assist clients with the development of best-practice procurement and contracting policies, procedures, contract language, associated forms, and tools
  • Develop solicitation scopes of work and other solicitation documents
  • Support the client during the public bid/solicitation process for goods, services, equipment, professional services, and construction projects
  • Provide onsite disaster procurement and contracting support as requested by the client
  • Develop client strategies for the use of cooperative contracts, GPOs, and state contracts
  • Train clients in effective grants management procurement processes and procedures, both virtually and at client sites
  • Cultivate and manage positive relationships with client executives
  • Lead projects, including the management of client and DRS personnel
  • Ensure compliance with engagement risk protocols and manage budget utilization
  • Participate in prospective client webinars and meetings
  • Represent DRS at professional conferences such as NIGP, CAPPO, FAPPO, TASBO, etc.
  • Develop continuous subject matter expertise in public procurement trends, initiatives, and compliance areas
  • Engage in performance management activities, including goal-setting and feedback sessions

Preferred Qualifications

  • Master’s degree in business or public administration is a plus
  • Current procurement professional certification such as NIGP-CPP, CPPO, or related certification is a plus
