Requirements

  • Two years of experience in pavement management or transportation project management
  • Bachelor’s degree in Engineering, Science, or a closely related field
  • An equivalent combination of related post-secondary education and/or job-related experience may substitute for the minimum qualification on a year-for-year basis

Responsibilities

  • Create annual Pavement Preservation Plans for Minor Improvement Program (MIP) and Transportation Improvement Program (TIP) projects
  • Update and maintain five-year models/projections; notify management of necessary actions to improve network condition and maximize budget
  • Coordinate with Construction & Materials, Roadway Maintenance, and Engineering Divisions to ensure the success of Pavement Preservation Plans
  • Review and revise the annual Pavement Preservation Plans and five-year projection based on the available budget and identify opportunities to advance projects to meet fiscal year goals
  • Identify pavement preservation strategy and process improvements to reduce cost and maintain the County roadway network at the desired and realistic level of serviceability
  • Provide stewardship of public funds to ensure the budget is spent in a fiscally responsible manner and to alert management to inefficient use of funds
  • Conduct periodic reviews and updates to pavement deterioration curves, treatment protocols, triggers, and costs used in the development of Pavement Preservation Plans based on actual data collected in Cartegraph Asset Management
  • Process data collected via inertial profiler as well as right-of-way images using International Cybernetics Corp software, including Drive, Connect, and Inform
  • Create and provide preliminary and final rideability reports for new pavement construction and applicable overlay projects
  • Other Job Duties as assigned

Preferred Qualifications

  • Two years of experience in a supervisory role
  • Five years of experience in pavement preservation planning and programming
  • Advanced Excel proficiency
  • Experience in Geographic Information Systems (GIS) applications, asset management applications, and/or pavement management software
  • Designation as an Engineer-in-Training (EIT) by the Arizona Board of Technical Registration or by another state or national engineering registration
