Requirements

  • U.S. Citizenship required.
  • Bachelor’s degree in a related field. Work experience may be substituted in lieu of degree.
  • Familiarity with Shipley proposal development methods and APMP best practices.
  • 2-4 years’ experience in financial analysis, cost analysis, price analysis, project control or similar experience, preferably within the government contracting sector.
  • Strong interpersonal and communication skills with the ability to engage effectively with clients and internal teams.
  • Excellent organizational, project management, and analytical skills with a proven track record of managing multiple projects simultaneously.
  • Strong teamwork and collaboration skills.
  • Proficient in Excel at the intermediate or advanced level.
  • Familiarity with business development, capture management, and competitive analysis.
  • Familiarity with indirect rate models and forward pricing agreements.

Responsibilities

  • Leads and manages all types of government service contract cost proposals.
  • Collaborates with technical, management, and program functions to develop basis of estimates.
  • Has familiarity and able to navigate complex pricing Excel models.
  • Understands utilization of historical data trends to validate accuracy of proposal approach and assumptions.
  • Develops and presents cost narrative, price assumptions, executive financial summaries, business case analyses, and risk/opportunity assessments to senior leadership prior to proposal submissions.
  • Prices modifications throughout the life cycle of a contract adhering to a change control process.
  • Prepares custom reports and analysis as required.
  • Support the development of pricing, pricing narrative and executive summary sections for complex proposals, expanding to Basis of Estimate and Staffing Plan support.
  • Support proposal process throughout the proposal/project life cycle.
  • Review proposal documentation and understand programmatic and pricing requirements.
  • Collaborate with Business Development staff at all levels throughout the proposal life cycle.
  • Develop and finalize cost related data calls.
  • Work with cross-functional teams to maintain databases, conduct research, and create business development materials.
  • Participate in proposal production, peer reviews, and final submission requirements.
  • Coordinate with teaming partners and refine proposal templates for future use.

Preferred Qualifications

  • Eligibility for Clearance
  • Experience supporting IDIQ proposals and managing quick turnaround response times.
  • Understanding of the Shipley Proposal Process and demonstrated experience following the Shipley approach, including color team reviews.
  • Experience with AI-driven proposal tools, content automation, and proposal analytics.
  • Experience using GovWin, SAM.gov, Deltek, or other government contracting research tools.
  • Experience with data visualization and dashboard development tools (e.g., Power BI, Tableau, Smartsheet) (a plus)
