Requirements

  • Bachelor’s Degree and 5+ years of relevant experience or a Master’s degree with 3+ years of relevant experience; candidates without a Bachelor’s degree will be considered if they have 9+ years of relevant experience
  • 5+ years experience in HTSUS/Schedule B classification
  • Experience in U.S. Export/Import Regulations, international logistics, operations, or supply chain pertaining to Trade Compliance, Freight Forwarding or Customs Brokerage
  • Ability to obtain a clearance
  • US Citizenship
  • Bachelor’s Degree and 8+ years of relevant experience in aerospace and defense industry or a Master’s degree with 6+ years of relevant experience in same industry; candidates without a Bachelor’s degree will be considered if they have 12+ years of relevant experience in same industry
  • 8+ years experience in HTS/Schedule B classification
  • Experience in U.S. Export/Import Regulations including ITAR, international logistics, operations, supply chain pertaining to Trade Compliance, Freight Forwarding and Customs Brokerage
  • Ability to obtain a clearance

Responsibilities

  • Determine, assign and verify HTS & Schedule B classifications and document rationales, rules of origin and applicability of other government agency trade compliance requirements, required for compliant and accurate declarations to government authorities including but not limited to Customs, Census, DoS, BIS, USMIL, EPA and FDA.
  • Serve as POC and subject matter expert on export logistics, export regulatory compliance requirements and associated internal processes.
  • Provide guidance and support to requestors for submitting requests in the Company’s export management system, EEMS, in accordance with Company policies and procedures.
  • Conduct regulatory research in support of program and international trade compliance requirements and business needs and activities.
  • Provide guidance to programs and other internal stakeholders on international trade compliance requirements such as classification, Customs valuation, material to vendor, country of origin, etc.
  • Develop, implement and administer end-to-end export operational processes to assure trade compliance through performance of in-depth pre-shipment activity reviews and export gate-keeping reviews.
  • Determine the best method of transportation globally, referring to documentation for destination, considering factors such as export/import authority, expense, delivery times, and user requirements. Contact carriers and interdepartmental personnel to discuss delivery issues, recommending rescheduling, alternate routines, alternate carriers and the like.
  • Coordinate with internal functions such as programs, engineering, contracts, shipping and receiving, buyers, and international trade compliance and external parties including freight forwarders, logistics service providers, customs brokers, surety companies, et. Al. to maintain and improve compliance, process efficiencies, reducing potential for transportation delays, facilitating on-time and cost-effective deliveries.
  • Conduct reviews and post-transaction assessments (Contracts, PO/Sales Order through to Payment) and training as it relates to export and import activity, to ensure implementation and effectiveness of internal compliance controls. Interface with cross functional departments to manage requests for information missing at the time of export or import.
  • Secure export shipment clearances. Prepare and file EEI’s. Monitor and track shipments, export license decrements and increments to assure accurate reporting.
  • Maintain complete and accurate records in accordance with all internal requirements, terms & conditions, and government regulations governing trade compliance.
  • Review and maintain data in systems, dashboards, generate performance metrics for all related activity and provide updates, reports and documentation to management and stakeholders.
  • Coordinate with Corporate compliance, internal and external parties to secure carnets and manage the carnet process from beginning through final disposition.
  • Research and review product eligibility for special trade and duty programs, e.g., under Chapter 98, Military Duty Free (MDF) and goods return provisions; Free Trade Agreements (FTA) and the like, to assure correct and accurate declarations to Customs and other governmental authorities while maximizing duty savings potential.
  • Analyze trends and develop corrective actions to improve compliance, operational speed and efficiency.
  • Assist on trade compliance assessments and audits, prepare and/or review documentation as needed with management and complete all assigned actions.
  • Support business continuity and training plans and initiatives.
  • Support special projects.

Preferred Qualifications

  • 10+ years experience in HTS/Schedule B classification in aerospace & defense industry
  • Experience with U.S. International Traffic in Arms Regulations (ITAR)
  • Experience with U.S. Export Administration Regulations (EAR)
  • Experience with U.S. export and import compliance reporting processes and implications for business activities
  • Experience with SAP S4 ERP
  • Experience with automated EMS and TMS tools
  • Experience with Country of Origin rules and determinations
  • Experience with U.S. Customs valuation rules and principles
  • Experience with OGA’s including EPA, FDA, ATF
  • Bachelor’s degree in international Trade, Logistics or Business Administration
  • U.S. Customs Broker License holder
