Requirements

  • Active TS/SCI with polygraph clearance required.
  • Bachelor’s Degree with a business or technical focus and eight (8) years of demonstrated combined experience in DoD program management, contract management, and/or financial management, OR
  • In lieu of a degree, Project Management Institute PMP certification, Contract Manager CPCM certification, or DAWIA Level II in any focus area, and an additional three (3) years of directly related experience for a total of eleven (11) years may be substituted, OR
  • In lieu of certification, an additional two (2) years of directly related experience for a total of thirteen (13) years may be substituted.
  • Candidates must possess well-developed interpersonal, writing, and oral skills to effectively communicate at all levels.

Responsibilities

  • Track that the programs establish and execute the optimum mix of cost, schedule, performance, and system supportability throughout the life cycle (design, development, testing and evaluation, production and disposition) of the programs;
  • Assist programs in the development of actionable requirement packages and monitor delivery/performance of program-level requirements. Monitor and report on the process to ensure all Programs are working validated and approved requirements across multiple fiscal years as directed by the appropriate Milestone Decision Authority (MDA);
  • Assist program managers in developing program documentation such as Program Management Plans (PMPs), Program Acquisition Strategies (PAS), Operational Capability Statement (OCS), T&E Master Plan (TEMP), Risk Management Plans, and program schedules;
  • Prepare and support delivery of presentations to assist with program and initiative status reviews such as Program Management Review (PMR), Quarterly Program Review (QPR), and Acquisition Review Board (ARB);
  • Assist PEO and Portfolio level leadership with strategic resource planning and tracking;
  • Provide assistance in analyzing, tracking, and reporting program unfunded requirements in accordance with PEO policies and processes;
  • Perform cross-program analysis to assist in responding to Investment Portfolio (IP) actions;
  • Review and assist in providing justification statements and figures for CBJB and CJB;
  • Assist in providing Standardized Guidance in the PPB&E Process;
  • Ensure attainable, impactful, and measurable goals and objectives established for each program in order to measure successful IPBS Narratives as stated via the annual budget submission;
  • Provide financial and summary reports on the program elements at the program level and assist with the allocation and tracking of resources; recommend funding adjustments as appropriate (contract staffing, facilities, and budgets);
  • Perform data analysis using MS Excel with pivot tables, slicers, and pivot charts to present data clearly and effectively
  • Assist program managers in tracking the development of program documentation (Technical Task Orders (TTOs), Statements of Work (SOWs), Program Management Plans (PMPs), Risk Management Plans, program schedules, Technical CICA memorandums, and Acquisition Strategies), creation of program schedules, tracking program status, evaluating operational and technical alternatives, performing risk assessment and managing integrated product teams.

Preferred Qualifications

  • Intermediate proficiency with MS Excel is preferred to include demonstrated use of pivot tables, slicers, and pivot charts
  • While training in the Lean Six Sigma Program is not required, candidates with that training will be given priority consideration.
  • Ability to consistently exercise tact, discretion, diplomacy, and elicit team synergy is preferred.
