Requirements

  • Bachelor’s degree in Public Health, Public Administration, Business Administration, Social Work, or other related social science field
  • Minimum of 2-5 years of experience in program management, preferably in drug and alcohol programs, public health, health and human services, or a related field
  • Experience in grant management, including developing and managing grant agreements, budget projections, and spending plans
  • Proven track record of working with underserved and underrepresented communities
  • Strong organizational and project management skills, with the ability to manage multiple projects and deadlines simultaneously
  • Excellent written and verbal communication skills, with the ability to develop, collect, organize, analyze, and present statistical and financial data clearly and persuasively
  • Proficiency in using Microsoft Suite and grant-related software
  • Ability to work independently and collaboratively within a team environment
  • Strong decision-making skills, with the ability to prioritize tasks and ensure timely completion of projects
  • Ability to establish and maintain effective working relationships with various stakeholders, including government agencies and community organizations

Responsibilities

  • Develop, collect, organize, and present data
  • Write policies and facilitate work groups with various internal and external stakeholders
  • Collaborate closely with Division Directors and the Bureau Director to execute the Department’s strategic plan
  • Assist with the management, award oversight, and leadership of several projects funded through state and federal supplemental funding
  • Enhance the provision of services to underserved and underrepresented communities
  • Ensure all goals and objectives are met and develop and implement programs throughout Pennsylvania
  • Oversee grant monitoring to ensure adherence to budgets and program descriptions, as well as establish metrics and outcome tracking
  • Lead meetings and committees, develop reports, and participate in workgroups related to various initiatives
  • Assist with the facilitation of the Substance Use Disorder Loan Repayment Program
  • Develop and manage grant agreements, including work statements, program narratives, budget projections, allocation of funds, spending plans, and amendments
  • Write guidelines, rules, regulations, procedures, and protocols for opioid substance use disorder initiatives
  • Provide technical assistance to contracted providers on policies, program standards, reporting, and data requirements
  • Prepare written reports for inclusion in the Department’s Annual Report, State Plan, Substance Use Prevention Treatment and Recovery Services Block Grant (SUPTRS), and other funding requirements
  • Prepare correspondence related to various programs and initiatives
  • Perform work with considerable independence and minimal technical direction
  • Develop and maintain effective working relationships across branches of government, administrative agencies, county and municipal governments, the federal government, and other stakeholders to garner support for and implement collaborative and innovative treatment approaches
  • Direct day-to-day processes of initiatives and prioritize tasks to ensure progress and the successful, timely completion of projects
  • Create metrics to evaluate the effectiveness of initiatives and recommend changes based on the evaluation results
