Requirements
- Bachelor’s Degree in business or applicable field; less than a bachelor’s degree may be acceptable if accompanied by extensive experience in positions that demonstrate required abilities and performance
- 6-9 Years’ experience in Right of Way
- 5 years of leadership experience
Responsibilities
- Lead multiple team members and land service contractors responsible for obtaining and maintaining land rights necessary for construction, operations, and maintenance of assets at the Region or Operational Area level.
- Manages the development of processes and oversight of ROW activities including: ROW acquisition activities supporting numerous capital projects throughout the year, Landowner communications and notifications, including negotiating damage settlements, ROW Maintenance and integrity support, Encroachment Management including the Third-Party Encumbrance requests, Real Estate Acquisition Process for land under 20 acres, ROW Agreement Management and Compliance.
- Procures personnel resource needs through collaboration with department leadership and project leaders in consideration of short- and long-term departmental objectives.
- Administers the acquisition of pipeline rights-of-way, surface leases, permits, easements, and other documents involving industrial and commercial businesses, Federal, State, and Local agencies, Tribal landowners, and private landowners where required; oversees search of public records for ownership information; prepares and obtains execution of such instruments.
- Interprets various agreements and easements and communicates restrictions or rights/privileges to the landowner or field personnel. Interfaces with larger G&P ROW Department, field personnel, Law, and Management on various issues regarding the interpretation of executed agreements. Provides guidance to team to support dealing and resolving landowner complaints.
- Monitors obligations related to area ROW agreements to ensure compliance; executes reporting to stakeholders on the status of ROW acquisition and maintenance projects.
- Maintains an effective team through proper training, development, succession planning, performance reviews, and input to workload assignment of personnel.
- Responsible for other special projects assigned by department leadership that requires significant resources or expertise (for example MD&A or BD proposals).
Preferred Qualifications
- Land or ROW Management certification
