Requirements

  • A Bachelor’s Degree in Insurance and Risk Management, Public or Business Administration, Management or related field -AND- six (6) years of professional experience directly related to the duties and responsibilities specified.
  • -OR- a Master’s Degree from an accredited college or university in Insurance and Risk Management, Public or Business Administration, Management or related field -AND- four (4) or more years of related experience.
  • -OR- ten or more years of progressively responsible professional experience may be substituted on a year-for-year basis for the required college degree.
  • At least two or more years of supervisory experience is required.

Responsibilities

  • Manage an annual operating budget more than $20 million, and a team of 11 employees, including 8 direct reports.
  • Develop and implement safety/risk policies and procedures adhering to local, state, and federal safety, health, and environmental regulations.
  • Responsible for the management of in-house adjusting staff for property and liability claims and TPA oversight for auto and Workers Compensation programs on behalf of the County.
  • Identify risks and exposure for losses to real, personal, and human resource assets.
  • Collect and submit underwriting data for the marketing of selected programs.
  • Negotiate and develop insurance programs for the County.
  • Direct and supervise all phases of the claims process from intake and investigation through litigation, settlement and/or trial.
  • Consult with, provide guidance and/or participate in negotiations, conferences, and mediations with adjusting companies, legal councils, County staff, claimants, etc.
  • Prepares recommendations to the Board of Commissioners for approval.
  • Prepare Requests for Proposals for Employee Assistance Services, risk management programs and various contractual services that support risk management programs; selects vendors; negotiates contracts; and administers or oversees the administration of established contracts.
  • Develop contractual insurance and indemnification requirements for County projects.
  • Serve as senior internal consultant/advisor to County managers, department heads and employees regarding risk management programs and services.
  • Represent the division before the Board of County Commissioners, senior managers, elected officials, contractors, vendors, and the general public.
  • Serve as primary liaison to insurance providers, underwriters, attorneys, and other parties regarding risk management programs and services.
  • Establish safety/risk program goals and objectives and budget based on statistical analysis, trends, benchmarking, and operational needs.
  • Facilitate appropriate balance of risk retention and risk transfer through various methods of self-insurance, purchased insurance and contractual transfer of risk.
  • Participate in emergency response activities related to disaster management.
  • Develop, maintain, and revise policies and procedures for the general operation of the Employee Health Center (EHC) and its related Occupational Health and wellness activities to support employees.

Preferred Qualifications

  • Associate in Risk Management (ARM), Risk Management Professional (RMP), RIMS-Certified Risk Management Professional (RIMS-CRMP), Certified Safety Professional (CSP) or similar designation.
