Requirements

  • Bachelor’s degree in security management, business administration, Computer Science, Information Systems, or related field.
  • 15+ years of professional experience.
  • Master’s degree with 10+ years of professional experience, including security and or emergency management experience at a large site/campus, or a combination of equivalent education and experience.
  • Extensive experience in managing a security and/or emergency management function of an industrial, university, or government complex or campus with demonstrated operational improvement in efficiency and cost-effectiveness.
  • Strong knowledge of site security and cybersecurity principals, practices, technologies, risk assessment and mitigation.
  • Experience managing a security program that includes physical, cyber, and personnel security.
  • Experienced in managing people and effectively interfacing with a diverse set of demanding customers, including experience leading in a bargaining union environment.
  • Strong written, verbal, and graphic communication skills with the ability to effectively discuss, invoke and foster engaged dialogue, and communicate with all levels of the organization and external customers and stakeholders.
  • Strong interpersonal skills, with the ability to cultivate and sustain strong internal and external relationships.
  • Demonstrates accountability and establishes clear responsibilities and processes to ensure commitments are met and results are measurable throughout the organization.
  • Exhibits a strong bias for action and actively demonstrates the ability to manage conflict and crisis with calm confidence.
  • Demonstrated ability to develop and implement security policies and procedures.
  • Experience working with government agencies and law enforcement organizations.
  • Ability to obtain and maintain a security clearance at the highest level.
  • Relevant industry certifications such as CISSP, CISM, or CRISC.

Responsibilities

  • Provide leadership and management of SEMD services, organization, and policies, including site access security, information and cyber security, personnel security, and emergency management.
  • Develop and manage SEMD staffing and performance, budget, information technology, training, and infrastructure and ensures all SEMD activities are conducted in accordance with all applicable federal, state, and local laws, standards, and regulations.
  • Provide strategic and proactive leadership for SEMD, exemplifying and embedding Fermilab’s values related to safety, security, and quality across all SEMD activities.
  • Work with the DOE Fermilab Site Office’s officially designated Federal Security Authority (ODFSA) to determine the appropriate policies and procedures to be used to implement Fermilab security programs.
  • Develop and maintain strong and collaborative working relationships with mission/scientific program leadership, to establish and implement security, cyber security and emergency management expectations laboratory wide.
  • Partner with Fermi Forward Discovery Group, LLC (FFDG), the DOE Office of Science customers and stakeholders, and other National Laboratories to ensure the continued development and implementation of best business practices.
  • Develop and maintain strong relationships with government agencies and law enforcement organizations.
  • Implement an effective Quality Assurance and Quality Control program for all SEMD work, including conducting self and third-party assessments, audits, and investigations to identify and correct performance gaps and/or promulgate noteworthy practices.
  • Serve as a member of the Laboratory’s Senior Management Team, providing advice and counsel on security, cyber security and emergency management matters.
  • Assess and mitigate cybersecurity risks and manages incident response and recovery efforts.
  • Develop and implement site access and cybersecurity awareness and training programs for all employees and contractors.
  • Stay up to date on emerging cybersecurity threats and trends.
  • Educate the organization on cybersecurity best practices.
  • Provide supervision or leadership of a team including hiring, promotions, performance reviews, training, disciplinary actions, team exits, and other duties as assigned.
  • Perform other duties as assigned by supervisor.
  • Abide by and is responsible for performing all duties in accordance with all environmental, health and safety regulations and practices pertinent to this position.

Preferred Qualifications
