Requirements

  • Typically requires a University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience
  • Active and transferrable U.S. government issued Secret security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
  • Experience in drafting and submitting Department of State and Department of Commerce license and agreement applications and other authorization requests
  • Currently designated as an Empowered Official
  • Experience with DECCS, SNAP-R, OCR EASE, and/or other automated licensing and compliance systems and/or resources
  • Experience directly supervising Global Trade teams

Responsibilities

  • Serve as Empowered Official.
  • Supervise a team of Global Trade professionals, providing support, guidance, and career growth/development.
  • Develop licensing plans and provide guidance for complex licensing strategy and program planning.
  • Act as Subject Matter Expert (SME) in ITAR and EAR Export Authorizations requirements and drafting.
  • Preparing, submitting, tracking, obtaining and managing from the U.S. government, all necessary export and import licenses, permits, and certifications – to include Technical Assistance Agreements (TAA), Manufacturing License Agreements (MLAs) and other export license authorization types.
  • Work closely with internal customers to develop export and import approvals that allow for the efficient export of technology, technical data, hardware, and services.
  • Ensure review of the scope of the effort with the applicable functions, stakeholders and the foreign parties prior to submittal.
  • Obtain signed agreements and other required documentations from foreign parties (e.g., DSP-83s, ITAR NDAs, etc.) as applicable.
  • Provide status updates to the programs/stakeholders for awareness.
  • Review approvals to ensure execution and deliverables are considered.
  • Manage day-to-day execution of agreements and licenses, ensuring compliance for all activities under the agreements and licenses.
  • Monitor authorizations for any changes affecting the authorizations and taking action upon knowledge of the change.
  • Assure regulatory compliance through review and approval of foreign travel, foreign visits and export and import transactions.
  • Provide day-to-day guidance, training and support to program personnel on export licensing and compliance needs (e.g., releasability, etc.). Interpret and explain export compliance requirements such as license/TAA provisos, export regulations, and Raytheon export policies and procedures.
  • Contribute to learning and audit assessment programs to ensure implementation and effectiveness of internal controls.
  • Assist in identifying and reporting of compliance concerns and identifying errors/areas requiring improvement and implementing corrective actions to resolve problems.
  • Support management in investigating and resolving compliance matters, audits and investigations.
  • Contribute to key global trade compliance infrastructure elements including people, processes/procedures, automated solutions/tools, training, and metrics.

  • Extensive knowledge of Global Trade systems such as RGEMS and/or SAP systems
