Responsibilities

  • Lead, manage and advise a team overseeing the full lifecycle of subcontracts. Act as a Subject Matter Expert (SME), providing guidance, problem-solving, and mentoring. Take an active role in subcontract management and negotiations when needed.
  • Collaborate with cross-functional teams to implement supply chain strategies and delegate tasks to meet organizational and program needs.
  • Review and approve subcontract acquisition packages, ensuring compliance with FAR, DFARS, and company policies. Provide support during internal and external audits, including DCMA CPSR audits.
  • Ensure compliance with FARs, DFARs, Prime Contract flow downs, ITCO, and other relevant regulations, policies and procedures.
  • Develop subcontract acquisition strategies and collaborate on sourcing. Implement negotiation strategies for price, schedule, cost savings, technical aspects, and terms and conditions.
  • Support the development of subcontract requirements, such as Statements of Work (SOW), and generate requests for proposals (RFPs).
  • Provide leadership to the subcontracts team, oversee performance, ensure goal achievement, and monitor KPIs. Communicate program and metrics updates effectively across functions.
  • Manage changes and risks associated with subcontractor costs and schedule performance. Collaborate with engineering on technical aspects and oversee the management of customer/government-owned property.
  • Support business development, new pursuits, and proposal activities, from BOEs development to complex negotiations. Negotiate and execute partnering/teaming agreements.
  • Lead organizational supply chain activities, metrics, proposals, cost savings initiatives, and advise direct and cross-functional leadership. Support the Subcontracts team in maintaining metrics, such as on-time delivery and payment terms, and monitor delivery schedules.
  • Serve as the Subcontracts representative/SME, interacting with direct and executive leadership across various professional levels and functions. Support requests and inquiries from multiple departments.
  • Support supply chain and cross-functional requests from Contracts, PMO, BD, Engineering, Finance, Quality, Operations, Logistics, ITCO, Regulatory Government Compliance, AP, Property Management, etc.
  • Analyze and ensure compliance with prime contract and program requirements. Identify trends and correlations in data, develop action plans to address negative trends, and mitigate risks.
  • Optimize and leverage organizational talents to maximize efficiencies and support internal customer needs.
  • Work with Program Management Office (PMO), Supply Chain Program Managers (SCPMs), Contracts, Finance, and other functions to determine appropriate acquisition solutions for program needs. Identify and mitigate risks during the proposal phase. Develop supply chain strategies to improve KPIs and ROIs.
  • Review Subcontractor Statements of Work (SSOW) for compliance and integrate subcontract management deliverables, milestones, period of performance, and quality requirements. Ensure program compliance with prime contract obligations and execution methods.
  • Understand EVMS, CAM principles, Program Management, and financial concepts.
  • Utilize forecasting and supply chain influence on annual operating plans.

  • Proven leadership within the subcontracts function, with advanced coaching and conflict resolution skills.
  • Extensive subcontracts experience within the Aerospace and Defense (A&D) industry.
  • Exceptional communication and presentation skills, with experience briefing executive leadership.
  • Subject Matter Expert (SME) with a proactive, independent, and detail-oriented approach.
  • Ability to mentor and train the organization in subcontracts management.
  • Effective functional representative, engaging with direct leadership and upper management.
  • Successful track record in leading teams through internal and external audits, including DCMA CPSR audits.
  • Advanced knowledge of FARs, DFARs, International Trade Compliance, ITAR, EAR, import/export regulations, and legal terms and conditions negotiations.
  • Experience with data rights and intellectual property is valuable.
  • Proficient in data analytics and identifying trends and correlations in cross-functional data sources.
  • Proactive in developing and implementing action plans to address negative trends and mitigate risks.
  • Ability to optimize organizational talents and enhance efficiency and KPIs/ROIs through cross-functional support.
  • Advanced experience with and understanding of complex Subcontractor Statements of Work (SSOW).
  • Knowledge of Earned Value Management (EVMS), Control Account Management (CAM), Program Management, and financial concepts is beneficial.
  • Financial acumen with an understanding of forecasting and supply chain’s influence on operating plans, including orders, sales, profit, and cash flow.
  • In-depth knowledge of commodity, category, and sourcing management.
  • Background in manufacturing timelines, procurement systems, ERP, and MRP.
  • Ability to read and understand technical requirements, formulating subcontracting strategies while balancing stakeholder needs.
  • Advanced experience with price and cost analyses, and certified cost or pricing data requirements.
  • Comprehensive understanding of production, development, services, repairs, and sustainment efforts.
  • Advanced knowledge of contract types (e.g., FFP, Cost Reimbursement, T&M, CPFF, CPIF) and government proposals/BOEs.
  • Proficient in Microsoft Office, including Excel (pivot tables, V-lookup), Word, PowerPoint, and Project.
  • Expert problem-solving skills, leveraging experience and data analysis.
  • Commitment to permanent resolution and preventative actions using RCCA principles.
  • Continuous improvement mindset, with Green Belt or Black Belt certification preferred.
