Requirements

  • 10+ years of experience in spectrum management, telecommunications policy, or RF engineering with a focus on federal spectrum operations.
  • Deep understanding of spectrum allocation, interference modeling, frequency coordination, and auction/license management.
  • Experience working with spectrum databases, geospatial tools (e.g., GIS, KML), and RF modeling software.
  • Familiarity with data visualization and analytics platforms such as Power BI, Tableau, or custom dashboards for spectrum data analysis.
  • Strong expertise in requirements elicitation, documentation, and validation using industry-standard methodologies (e.g., Agile, SAFe, Waterfall).
  • Proficiency in developing use cases, process flows, and requirements traceability matrices (RTMs).
  • Experience aligning technical solutions with federal IT modernization initiatives.
  • Knowledge of classified and unclassified spectrum data handling, including NSS security requirements.
  • Understanding of Section 508 Accessibility Standards for data visualization and user interfaces.
  • Strong analytical and problem-solving skills to assess complex technical challenges.
  • Excellent communication and facilitation skills to engage both technical and non-technical stakeholders.
  • Ability to work independently and within cross-functional teams in a fast-paced environment.

Responsibilities

  • Capture, document, and maintain functional and non-functional requirements for the FSDS data platform, ensuring traceability from inception to implementation.
  • Develop and manage a requirements backlog, ensuring prioritization aligns with NTIA’s FSDS roadmap.
  • Translate spectrum management policies, standards, and operational needs into technical requirements for system engineers and developers.
  • Develop and maintain requirements traceability matrices (RTMs) to ensure alignment with FSDS objectives and technical deliverables.
  • Serve as the primary liaison between NTIA, federal agency users, technical teams, and program leadership to ensure requirements meet mission-critical needs.
  • Conduct stakeholder interviews, working groups, and requirement-gathering sessions to refine FSDS platform capabilities.
  • Collaborate with NTIA’s Office of Spectrum Management (OSM) and other federal agencies to ensure the FSDS platform supports federal and shared spectrum usage.
  • Work with solutions architects and data engineers to ensure FSDS requirements support data integration, geospatial processing, and analytics tools.
  • Define and validate data management strategies, including role-based access, spectrum usage visualization, and generative AI/machine learning (ML) applications for spectrum analysis.
  • Ensure alignment with security and compliance standards, including DD-254, National Security Systems (NSS) requirements, and Section 508 Accessibility Standards.
  • Develop change management processes to track evolving spectrum management requirements and adjust system capabilities accordingly.
  • Identify and mitigate risks related to scope creep, compliance gaps, and technical feasibility.
  • Ensure new spectrum policies, regulatory changes, and federal mandates are incorporated into the FSDS system requirements.
  • Define user acceptance criteria and support system testing efforts to validate FSDS functionalities.
  • Work with data visualization developers and analytics teams to ensure end-user requirements are met through intuitive dashboards and reporting tools.
  • Develop and oversee pilot programs and prototype evaluations to refine system capabilities before full deployment.

Preferred Qualifications

  • Active SECRET Clearance (or ability to obtain).
  • Certification in Requirements Management (CPRE, PMI-PBA) or Systems Engineering (INCOSE CSEP, DoD DAU Level III).
  • Experience supporting Department of Commerce, NTIA, DoD, or FCC spectrum initiatives.
  • Knowledge of cloud-based data platforms (AWS, Azure, or on-premises solutions) for spectrum data management.
