Requirements

  • Bachelor’s Degree from an accredited college or university in Purchasing, Public Administration, Business, Finance, or a job-related field -WITH- three (3) years public or private sector job-related experience.
  • -OR– Seven (7) years professional job-related experience can be substituted at management discretion for the required education.

Responsibilities

  • Collaborate with the Division Manager to enhance grant-funded programs through planning, implementation, and process improvement.
  • Develop tools, reports, and guidance materials to support internal and external stakeholders.
  • Ensure compliance with federal grant regulations and provide expert guidance across the organization.
  • Monitor federal program updates and recommend adjustments to minimize financial risk.
  • Present updates, findings, and recommendations to leadership and elected officials, including in public board meetings.
  • Assist with eGenda tracking and program initiation.
  • Lead negotiations and develop subrecipient agreements with compliance and performance metrics.
  • Conduct monitoring (onsite and desk-based) to ensure subrecipients meet program and fiscal requirements.
  • Review and process subrecipient reports and reimbursement requests.
  • Document any findings and corrective actions (as needed).
  • Monitor fiscal and program progress, identifying and communicating areas for improvement.
  • Review and compile financial documentation for federal and internal reporting systems.
  • Coordinate with stakeholders to collect, analyze, and submit quarterly and annual reports.
  • Assist in budget development and adjustments using county fiscal systems.

Preferred Qualifications

  • Master’s degree in Public Administration, Business, Finance, Planning, or a job-related field.
  • Two (2) years of federal grant experience, to include those working with or administering federal housing programs.
  • Knowledge of federal grant requirements and program guidance.
  • Strong communication and stakeholder guidance skills.
  • Independent decision-making, organization, and goal-setting.
  • Experienced in leading time-sensitive projects and building relationships.
  • Proficient in clear reporting and documentation.
